However, the barracs life is important to the self allowing service members a quiet space to decompress, while hanging out with others, play videogames and doing other leisure activities. In the government you can get quality time for self development and self education - why not take an MDA, while being on the governmental payroll and get a jumpstart of your career when going back to the private sector? I would claim that being publicly employed is more or less the same as the life soldiers experience after military recruitment, where they spend a lot of time living in the barracs, doing "nothing". That's why the government is perfect for individuals who have specific career goals, providing a place and time to unplug from the stress normally experienced in a private worklife. People used to laugh, but it wasn't a joke.
When I compared my work as an CEO, with the local governement I often remember saying that I did more as an CEO in three months than as the head of a project department in the municipality for three years. However, c ompared to the private sector, you only have to preform a minimum in a governmental job, whereas in the private - results actually matter. In retrospect I might understand that general emplyment of the workforce is politically important in a socialistic society as Norway. But after three years I had had enough with the slow pace and moved on to become a CEO for an architect and engineering company. It was a tactical good move as people below in the organisation then naturally would listen to "one of them," when I had to give an order. So as and experiment, to make sure I fitted in with the unions, I tried to specifically underperform just enough to annoy my boss. So I did try to preform with my department, but learned quickly that to survive in a local municipality as a middle manager, you would need to work slow, to fit in with the organisations general speed.
It wasn't because I didn't want to work, cos I love to work and might easily overwork when the opportunity presents itself. Anything else was mainly pointless meetings where people could act important, drink coffee and eat food.
Of course it was nessesary to write an email once in a while or even a public document, but one efficient work hour per day covered most of the nessesary work. Especially leaders in local municipalities, who can spend days on just browsing news on the internet or drink coffee. From my experience people don't really work in the public sector, some do, off course, but many and perhaps most are simply acting.
